Company founder and president James A. Westbrook, CCM created BlueScape to help companies conduct business by easing the burden in air quality compliance issues. This meant: 1) recognizing the difficulties faced by companies trying to conform to the ever increasing, ever changing air quality regulations, and 2) forming a consulting practice that would serve the air quality compliance needs of these companies.

Our knowledgeable team of environmental engineers and scientists apply regulatory analysis, engineering calculation, atmospheric dispersion modeling, emissions inventory and health risk assessment techniques to assist clients in solving air quality problems.

BlueScape takes great care in developing first hand knowledge of our clients by analyzing their industry focus, equipment / operational needs and strategic business plans. The analysis allows BlueScape to formulate a specialized service plan that highlights all areas of focus in which we can assist our clients. To meet the diverging needs of our clients BlueScape not only draws on in-house air quality expertise, but has formed various strategic alliances with other consultants that have special engineering or industry knowledge.

Much of our success can be attributed to an organizational focus to remain current on the rapidly changing federal Clean Air Act requirements as well as the stringent rules of California's air districts.
